Here are just a few suggestions on a budget!
Treats:
Consider fruit chews at $.20 a box of 10 with the deal here, this is just $.02 a treat!
What about Nature Valley or Fiber One granola bars with the deal here? (My kids love the Fiber One bars!)
You could grab some bottled 7Up at HyVee's sale on Sunday? This would be just $.17 a treat.
Juice boxes - Typically at Wal-mart you can grab a 10-pk of Capri Sun for $1.97, so under $.20 a treat.
Do you have apple trees? Why not hand out apples!
Update: As I was shopping today, I thought of another idea for a different/fun treat. How about freezer pops. Don't freeze them, but hand them out and let the kiddos freeze them. I saw some on 50% off clearance at Walgreens.

Fun trinkets and misc:
Shopping the Dollar Spot at Target or the local Dollar Tree or other dollar stores, you should be able to locate a package of 10+ character pencils or other little trinkets for just $1 a packet. Or consider stickers or tattoos.
Glow Bracelets - check your local dollar store or even Michael's Crafts for glow bracelets in a pack of 10 for as little as a $1. Plus, Michael's often offers 40% off coupons in their Sunday ad or posted on this blog!
Maybe consider handing out nickels or dimes. Kids love money and they can put it in their piggy banks when they get home!
